This ‘scoping study’ was designed to support the development of Scotland’s first freight transport strategy. It reviewed a range of freight transport and logistics trends affecting Scotland, analysed available statistics on freight movements by all modes both within Scotland and on external link and included a large-scale consultation exercise with all the main stakeholder groups. The study also identified a broad array of freight policy options for Scotland. The LRC contributed to several parts of the project. It was responsible for the reviewing trends and assessing their policy implications. It also worked with the SCDI to design and run a large postal questionnaire survey of Scottish businesses which generated 100 responses. It ran three focus group workshops on Scotland’s international transport links, inter-urban freight movements within Scotland and local distribution in urban and rural areas. The results of these activities featured prominently in the final report.
